Why does the moon phase matter for fishing?

New and full moons bring stronger (spring) tides that move water and food around — many anglers find fish bite better on those days.

How windy is too windy for fishing?

Above about 30 km/h, waves get big, bait is hard to control and boating is risky. A light breeze, though, ripples the water and can make fish less wary.
